      The Asia Regional Integration Center (ARIC) is an ongoing technical assistance project of the Economic Research and Regional Cooperation Department (ERCD).Following the /98 Asian financial crisis and the contagion evident around the region, ADB was asked to use its knowledge-based expertise to help monitor the recovery and report objectively on potential vulnerabilities and policy solutions. The book intents to locate the process and effectiveness of cooperation in East Asia, to regard the construction of the East Asian community as the ideal, to see the contradictions and difficulties in construction as the reality, and to identify the actual development and achievement as the choice and effort between the two.

      According to Simões Lopes (quotation on page 19 of his book Desenvolvimento Regional – Problemática, Teoria e Modelos), “development requires justice, harmony, equilibrium, in a double perspective: spatial and temporal. A society is not developed if its ways of life are sustained by the exploitation of resources from other societies, and it cannot be developed if its life standards. According to the report, which is subtitled "Regional Cooperation for Development," there is an untapped potential for such joint undertakings among developing countries. And this kind of cooperation can open policy options to developing country governments beyond those available at the national level.
